I only know of one torrent that is complete atm, a sdk version 4.00 from YLOD.
No offline installer but all you need to compile webMAN-MOD is there.

This test build is mainly focused on the auto-play feature.
- Launch the games from XMB holding R2 or L2 to auto-play it.
- Put your games in "/GAMES [auto]", "/PS3ISO [auto]", "/PSXISO [auto]" or "/PS2ISO [auto]" to auto-play these games without holding R2 or L2
- Or label individual game files or game folders with the tag "[auto]"
For the games tagged as "[auto]", hold R2 or L2 while mounting them from XMB to skip the auto-play.
L2+START can also be used to auto-start the game at any moment from XMB.
